Welcome to the Broome County Department of Motor Vehicles!



New York State is now requiring all county-operated DMV offices to assist customers by appointment only.

Please go to to book your appointment at the Binghamton or Endicott DMV offices. You can now book appointments at our mobile DMV offices in Whitney Point, Conklin and Windsor as well.  We are currently unable to reopen our mobile office in Harpursville because it operates inside the senior center, which is currently closed.   Customers are still encouraged to use the DMV drop box in Harpursville for registration renewals and turning in license plates.  It's accessible Monday - Friday from 12 pm to 2 pm.  We check the Harpursville drop box once per week.  Registrations and receipts will be returned by mail.

Note: If you surrender your license plates in person or in one of our drop boxes, please don't forget the $1 surrender fee (cash is fine).  The FS-6T receipt will be mailed to you.

Please note that while our mobile DMVs offer most of the same services that our physical DMV offices provide, they are unable to process Enhanced Driver’s Licenses, CDL Exams or enforcement transactions, such as the issuance of Conditional or Restricted Licenses.  They do process fines, standard license renewals, vehicle registrations, license amendments, standard ID cards, titles, duplicate titles, DRAs, and abstracts.

To accommodate as many customers as possible, we will be scheduling back-to-back appointments and may be unable to accommodate late arrivals.  Please be sure to arrive at least 15 minutes before your appointment so our staff can ensure your paperwork is in order and we can stay on schedule.  Thanks in advance for your patience and understanding during these ever-changing, unprecedented times.

Those without computer access can also call (607) 778-6513 to schedule an appointment.  If you leave a message, someone from the DMV will call you back within 72 hours.  The return call may be from a 518 area code.

For your convenience, we have two Department of Motor Vehicle Offices located at 81 Chenango Street in Binghamton and 137 Washington Avenue in Endicott.

Closing procedures make it necessary to stop computer transactions fifteen minutes prior to the posted closing times at all sites.  We continue to answer questions and dispense forms until we close. Transactions involving the use of a passport or an out-of-state license for identification can only be processed at the Binghamton or Endicott Offices.

Did you know that NYS DMV offers three options when it comes to getting a driver's license, permit, or non-dirver ID? The options are as follows:

  • Enhanced License
  • Standard License

After May 3, 2023, only the Enhanced or REAL ID will be accepted to get on a domestic flight, enter certain federal buildings or military bases (unless you have a Passport). If you plan to travel, we recommend you upgrade before 2023.

Keep your DMV money Local

Did you know that every time you send back your DMV documents in the envelope provided by NYS DMV, you are sending your DMV money to Albany?

When you process your DMV paperwork locally, 12.7% of your transaction fee stays right here in Broome County.  This money helps to offset the cost of having convenient DMV offices near to where you live and work.  Your local DMV appreciates that you are making the effort to renew locally! Drop-Boxes: The Broome County DMV has instituted “drop boxes” at various locations around the county as a way of increasing access for processing DMV renewals locally. Residents are encouraged to drop off their license renewals and vehicle registrations renewals at any of the DMV "drop-boxes", as opposed to mailing them to Albany.  UPDATE:  Due to COVID-19, the "drop boxes" located in our senior centers have limited access. 

The six “drop boxes” are located inside the:

  • Broome County Office Building at 60 Hawley Street in Binghamton  (It's mounted on the wall near the security desk)
  • Broome West Senior Center at 2801 Wayne Street in Endwell               - Monday-Friday 12pm to 2pm
  • Eastern Broome Senior Center at 27 Golden Lane in Harpursville          - Monday-Friday 12pm to 2pm
  • First Ward Senior Center at 226 Clinton Street in Binghamton                - Monday-Friday 12pm to 2pm
  • Johnson City Senior Center at 30 Brocton Street in Johnson City           - Monday-Friday 12pm to 2pm
  • Northern Broome Senior Center at 12 Strongs Place in Whitney Point   - Monday-Friday 12pm to 2pm

Winter Weather Note: The Broome Mobile Unit will close for the day if the related school district is closed for inclement weather, but Binghamton and Endicott offices will remain open unless a State of Emergency with travel ban is declared.
