The County of Broome will receive sealed proposals at the office of the Broome County Division of Purchasing, Fourth Floor, Edwin L. Crawford County Office Building, 60 Hawley Street, Binghamton, NY 13901, up to and including 2:00 P.M. on Wednesday, August 30, 2017 for the following Request for Proposals (RFP):

Request for Proposals Broome County, New York

Emergency Communications Upgrade Project

Contract 6 - P25 Phase 2 UHF Digital Simulcast Trunked Radio System August 2017

RFP-2017-075

Proposals for the Broome County Emergency Communications System Upgrade Project located in Broome County, New York, will be received until 2:00 p.m. local time on Friday, October 20, 2017 at the offices of the Broome County Purchasing Department County Office Building, Tyler West, Director of Purchasing, Fourth Floor, 60 Hawley Street, Binghamton, New York 13902.

The project includes the design, construction, testing and implementation of equipment and services for a countywide P25 Phase 2 UHF Digital Simulcast Trunked Radio System as described in the Request for Proposals (RFP).

One prime contract is part of this work, as follows:

Contract 6 – P25 Phase 2 UHF Digital Simulcast Trunked Radio System 

Each proposal must be made in the format and using the forms provided in the RFP.

The successful Vendor must furnish Performance and Payment Bonds, in an amount equal to the Total Contract Price, with a surety authorized to do business in the State of New York and acceptable to the County. New York State Prevailing Wages shall apply for all construction phase services in accordance with New York State Department of Labor requirements

The complete RFP and Proposal Forms may be reviewed and downloaded by registering with The Empire State Purchasing Group at http://www.bidnetdirect.com/new-york. No hard copies of the RFP will be provided. The Empire State Purchasing Group lists bids from over 170 municipal entities in New York State, and vendors / contractors can register for a free “search only” service, or for a m atching service for a small annual fee. 
PLEASE NOTE THAT IT IS THE VENDOR’S RESPONSIBILITY TO OBTAIN ALL RFP DOCUMENTS (INCLUDING ADDENDA) ON THE EMPIRE STATE PURCHASING GROUP WEBSITE.


Technical and Cost proposals must be submitted in separate sealed envelopes with the Project Name plainly written on the outside and include the name and address of the Vendor. No Vendor may withdraw a proposal within 45 days after the proposal submission. Vendors are not to include in their proposal, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project.

All of the forms listed below must be completed by the Vendor, signed where noted, and submitted to the County as a part of this proposal. These include the following:

    1. Non-Collusive Bidding Certificate
    2. Contractors’ Election Law Statement
    3. Contractors’ Gift Law Statement
    4. Iranian Energy Divestment Certification
    5. Federal “W-9” Form
    6. Required Bidder’s Checklist
    7. Preliminary MWBE Utilization AND EEO Staffing Plan

The County of Broome Board of Acquisition and Contracts (BAC) reserves the right to reject any or all Proposals offered.

This project is partially funded by grant monies from the New York State Department of Homeland Security and Emergency Services (DHSES). As part of this grant funding, the project will be subject to the requirements of New York State Executive Law Article 15-A to promote opportunities for the participation of certified minority and women owned business enterprises, as well as the employment of minority group members and women in the performance of the project. The MWBE goals established for this project are 15% of the contract for MBE enterprises and 15% of the contract value for WBE enterprises.
